FAQs

Review our FAQ to learn more about Navigator. If you have any more questions, please contact us.

What is the FedRAMP Marketplace and how does it benefit authorized vendors?

The FedRAMP Marketplace is a publicly searchable directory maintained by the General Services Administration (GSA) that lists all cloud services that have achieved FedRAMP authorization. Once a vendor’s product is listed as FedRAMP Authorized on the Marketplace, federal procurement officers across all agencies can view it and initiate an agency authorization (ATO) without requiring a full reassessment. A Marketplace listing is one of the most powerful federal marketing assets a cloud vendor can hold; a listing signals credibility, reduces buyer friction, and opens the door to cross-agency sales at a fraction of the cost of the original authorization. PowerTrain can add your product to our cloud ecosystem and our FedRAMP marketplace listing within 90 days of the start of the contract period.

Can a startup or small company get FedRAMP authorized?

Yes, FedRAMP authorization is not limited to large enterprises. Many startups and small businesses have achieved authorization, particularly through the FedRAMP Moderate pathway. The challenge is that the process has historically required significant internal compliance expertise, dedicated engineering resources, and substantial capital. Navigator is specifically designed to make FedRAMP authorization accessible to companies of all sizes by providing the full compliance team, documentation, 3PAO coordination, and hosting infrastructure as a managed service to eliminate the need to hire internally or build from scratch.

What is penetration testing and is it required for FedRAMP?

Penetration testing is a simulated cyberattack conducted against a system to identify exploitable vulnerabilities before malicious actors do. FedRAMP requires penetration testing as part of the 3PAO security assessment for all authorization levels. The test must be performed by the 3PAO or a team working under the 3PAO’s direction, and it must cover the full FedRAMP authorization boundary. Navigator coordinates penetration testing as part of the 3PAO engagement, ensures the system is properly scoped and prepared, and manages the remediation of any findings identified during testing.

What is continuous monitoring (ConMon) in FedRAMP?

Continuous monitoring (ConMon) is the ongoing security oversight program required for all FedRAMP-authorized systems after ATO is granted. It includes monthly vulnerability scanning and reporting, monthly patching and configuration management reports, annual security assessment of a subset of controls, incident reporting, significant change notifications, and annual Plan of Action and Milestones (POA&M) updates. ConMon reports are submitted to the sponsoring agency and, to the FedRAMP Program Management Office. Failing to maintain ConMon obligations can result in ATO revocation. The Navigator program includes full ConMon management as part of the engagement.

Can Navigator help with GSA Schedule and GWAC positioning after ATO?

Navigator’s service model extends beyond the ATO to help clients commercialize their authorization. This includes positioning support for GSA Multiple Award Schedule (MAS) IT category listings, guidance on GWAC vehicles such as OASIS+, and briefing materials for agency program managers. A FedRAMP-authorized product listed on GSA Advantage or accessible via contract vehicle can dramatically expand its federal addressable market. PowerTrain’s 30+ years of federal experience includes an understanding of how procurement offices evaluate and select cloud services within established vehicles.

Can federal agencies use Navigator to help vendors they want to onboard?

Yes. If a federal agency identifies a commercial cloud solution they want to use, but the solution provider lacks a FedRAMP ATO, they can engage with PowerTrain to help accelerate the vendor’s authorization as part of an agency-sponsored effort. This is particularly common in acquisition scenarios where an agency wants to award a contract contingent on ATO achievement. PowerTrain can work directly with both the agency ISSO team and the vendor simultaneously, coordinating the authorization effort from both sides to achieve the fastest possible authorization timeline aligned with the agency’s procurement schedule. Case studies are available to provide an example of how this works.

How does Navigator support SBIR and STTR Phase II winners seeking federal deployment?

SBIR (Small Business Innovation Research) and STTR (Small Business Technology Transfer) Phase II awardees increasingly face FedRAMP authorization requirements when their technology is intended for federal cloud deployment. Navigator is well-positioned for SBIR/STTR companies because our fixed-price, managed-service model eliminates the need to hire a compliance team and allows small innovative companies to pursue authorization without diverting engineering resources from product development. We also support SBIR Phase III transition planning, including FedRAMP authorization and expanding the program’s existing agency relationships.
