Learning Administration

PowerTrain provides experienced management and coordination, training administration, and logistics support for all modes of training and associated environments using collaborative teaming with customers and agency-tailored SOPs/plans to support streamlined, compliant training administration.

Our project managers plan, allocate resources, maintain budgets, maintain communication, manage risks, ensure rigorous internal QA and editing/testing, and provide continuous improvements.

Our learning pathways provide a clear roadmap for acquiring knowledge and skills, tailored to individual needs and interests, including various learning activities, support and feedback, regular assessments, and opportunities for reflection. Key aspects involve Marketing learning products/tools; Gap analysis: Context-based learning tools; Bite-sized training; Dashboards for site/system analytics; Measuring success; KPI data; Creative design; and Look & language following organizational branding preferences.


Learning Delivery

Our interim deliverables, quality checks, and effective assessments and evaluations ensure there are no delivery surprises. We provide and support agency facilitators, piloting, testing, and delivering online, in-person, and virtual sessions in a full FedRAMP authorized environment. We test and support virtual offerings; develop and deliver roleplays and work simulations/virtual reality.

We support training offerings from inception to evaluation, including train-the-trainer sessions, pilot sessions, virtual reality, and app development/deployment. For the Air Force senior leadership, PowerTrain facilitated 360 Degree Assessments to identify strengths and development areas, provided one-on-one coaching sessions, and created IDPs with targeted goals/objectives. PowerTrain’s scalable Callisto Learning Experience Platform (LXP) is a secure, government-ready XaaS LMS providing a comprehensive suite of learning management/delivery tools, all within a hardened and compliant environment.


Vendor Management

To offer comprehensive learning services across multiple modalities, we provide ITVAR vendor management services that augment our in-house product licenses & subscriptions. These include commercial vendor-hosted (or PowerTrain-hosted) annual subscription/licensed services for live & virtual instructor-led events, content learning portals & platforms, talent & learning management systems, COTS eLearning content libraries, assessment & survey software, collaboration, asynchronous instructor-led platforms, & others as required. PowerTrain has agreements with multiple vendors & major license providers. We manage all aspects of contract administration and vendor management. During the 5-year OPM USALearning® Integrator contract, we completed over 450 task orders totaling over $260.4 million in work.


Measurement & Analytics

Using the Kirkpatrick model to measure student learning, incorporate formative & summative (F/S) assessments, measure student growth, & holistic assessments. Validation includes learner trials, test-item analysis, pilot testing, & F/S reviews to ensure course content meets objectives. For the GAO Employee Experience Measurement & Analytics project, we built and implemented the survey, analyzed, & reported results from 3,250 survey respondents, translating them into actionable insights for leaders. Our statistical analyses established internal consistency of key indices, identified significant mean differences in key index scores across variables, explored differences in intent to leave by demographics, & assessed how key indices predict overall employee satisfaction. Analytics in our learning systems include real-time reporting through dynamic dashboards, providing critical information, tracking course completions, enrollment, delivery modality, & other site or system analytics.


Learning Strategy

PowerTrain develops innovative solutions to meet client requirements, focusing on business-critical goals and the root cause behind learning needs, such as company goals, changes, new products, processes, skills, or knowledge gaps. We identify behaviors that drive desired results and tailor learning strategies to meet diverse learner needs using AI content development, AI audio/video-aided simulation software, and microlearning. At NIH NIEHS, PowerTrain conducted a DEIA business strategy discovery, leadership alignment, and content development analysis to foster a fair and equitable work environment. We performed an organizational needs assessment and provided performance improvement metrics, including surveys, focus groups, strategic implementation plans, coaching, consultative services, meeting and class facilitation, and training tailored to NIEHS staff needs. Our goal was to help NIEHS address legacy and current DEIA issues and move towards a more respectful and inclusive culture.


Learning Technology Services

Our comprehensive Learning Services Ecosystem is hosted in our FedRAMP Authorized DISA IL2 GLE and DISA IL4 DLE. Integrated with partner learning applications, it supports & transforms learning requirements. It fosters continuous improvement, development, & career growth through curated technologies for both formal & informal learning. Our enclave includes LXP/LMS administration, LRS, TMS, CMS, AI analytics, dashboards, reports, & technology integration (e.g., APIs) in a mobile-responsive environment. Our systems provide diagnostics, onboarding for new users/admins, & use data, learning stack strategy, & AI to engage students & ensure organizational management. We collaborate with customers on custom, customized, & COTS training solutions, offering hosting (e.g., our FedRAMP, AWS, Azure), cybersecurity support, help desk services, product licensing, surveys, secure assessments, competency analysis, career mapping, social/collaboration tools, courses, & simulations (e.g., XR/AR/VR).


AI Services

PowerTrain is embracing the use of AI to enhance our platforms and software and to save our customers money. Our systems use Artificial Intelligence (AI) for data analysis and to engage with the organization’s management, delivery, and tracking. As part of our ITVAR solutions, we have a partnership with Superside, a human-first AI-powered creative services platform providing government agencies with scalable, on-demand design capabilities. PowerTrain employs AI-based avatars to create instructional scenarios with significant advantages over traditional video with live actors: changes can be made in scripts and immediately rendered as updated videos, multiple languages are supported, and avatars provide continuity for updates with no costs or time for actors. Our business development department is testing AI writing services that we may offer to our customers as an expedited template to create vendor management agreements and contracts.


Advanced Learning Technologies

PowerTrain provides design and web specialists for tasks such as creating, collaborating on, and providing guidance on innovative digital medical products, including virtual reality, 3D animation, eLearning, web-content management, and graphic design support.

For the Navy and Air Force Medical Modeling and Simulation Training (MMAST) Program, we identify, evaluate, validate, procure, and use advanced learning technologies and methodologies to improve medical education and training for healthcare teams and patients at designated Simulation Centers, for the purpose of improving healthcare outcomes. This includes simulation program management: Directing the medical simulation program at a site and mentoring other simulation sites and operational Training Delivery: Supporting medical simulation training, including the integration of standardized scenarios, setup, operation, and troubleshooting of simulation training equipment, along with supporting simulation encounter debriefs.


Diagnostic Learning Services

Our senior ISDs & systems analysts provide extensive consultation & needs analysis to identify gaps and develop innovative custom learning solutions. IO Psychologists analyze course evaluation data; conduct interviews, focus groups, observations, & document reviews to gather information from stakeholders. We validate, create, & implement assessments, ensuring ADA and Section 508 compliance with accessibility experts. Our competency analysis covers the entire learner experience, from identifying needs to accessing & participating in learning seamlessly. We focus on the purpose of learning, not just delivery methods, & seek engaging, advanced learning opportunities like gamification, microlearning, AR/VR, simulations, & Apps. We routinely analyze training effectiveness. For GAO, HHS, DHS, OPM, DOJ, and DoD, we develop, implement, & analyze organizational capability self-assessments & performance evaluations, producing data imaging & heat maps to assess & report current competencies.
