Moving learning forward with enablement tools

The United States Marine Corps (USMC) Training Command (TRNGCMD) modernized faculty development by deploying the Enabling Learning Experience (ELEX), a train-the-trainer blended learning solution for Center for Learning and Faculty Development (CLFD) personnel. ELEX strengthens Professional Military Education (PME) support by building knowledge of adult learning theories and enabling learners to apply new skills directly to their own course development work. The solution combines pre-learning, in-residence instruction, supporting homework, and a capstone project to reinforce practical application.

Teaching Marine instructors, a new way forward

TRNGCMD’s needs analysis and focus group work identified the requirement for a multi-tiered, multi-role curriculum — now known as the Core Continuum — and highlighted a required mindset shift for Marine Instructors. ELEX supports this shift by reinforcing the move from “sage on the stage” to “guide on the side,” helping instructors embrace education technology (EdTech) and apply enablement strategies across future training programs.

Engaging enablement tools = better course development

As part of implementation and continuous improvement, the effort included direct engagement with current USMC instructor staff across multiple USMC schoolhouses. These sessions focused on foundational and advanced enablement techniques and tools that instructors could use to enhance training in their local learning environments, while also supporting growth within the Core Continuum.

Marines making better Marines

ELEX equips CLFD Marines with updated skills aligned to the Commandant’s Planning Guidance while expanding their capacity to design more engaging learning experiences. The course leverages active learning approaches and integrates modern tools — including AI-developed scenarios and AI-generated characters used in storytelling assets such as videos and graphics — to strengthen realism and reinforce decision-making in context.

Advanced EdTech to improve course development

ELEX was designed as a connected, multi-phase experience, using detailed scenarios and recurring “guide” characters that appear across modules to help learners apply concepts consistently. To further elevate realism and immersion, the solution incorporated advanced 3D imaging/video production and AI-generated audio to support scenario-based learning. 

By completing ELEX, learners strengthen technical skills, deepen understanding of adult learning theory, and improve their ability to enable and enhance USMC learning content. The course supports more effective curriculum delivery by helping faculty, administrators, and staff incorporate learning technologies, adapt content for online learning through MarineNet, and improve interactive classroom techniques that better engage Marine learners.
