The Human Capital and Training Solutions (HCaTS) contract is a partnership between OPM and GSA, and it is a strategically sourced Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle to provide Federal agencies with a reliable way to obtain PowerTrain’s best value solutions for both their human capital and training service requirements.

About HCaTS
The HCaTS contract is the result of a partnership between the Office of Personnel Management (OPM) and the General Services Administration (GSA). The HCaTS contracts provide federal agencies with a reliable, flexible, fast, and efficient way to obtain best value solutions for their complex human capital and training service requirements.
PowerTrain, a woman-owned small business under NAICS 541519, was awarded contracts based on the following HCaTS RFP:
- HCaTS – Pool 1
- HCaTS – Pool 2
Both contracts offer the flexibility to use all contract types, e.g., Fixed-Price (all types), Cost-Reimbursement (all types), Time-and-Materials, and Labor-Hour, and provide pricing at the task order level. Task orders may also combine more than one contract type (e.g., FFP/Cost, FFP/Labor-Hour, etc.
PowerTrain’s HCaTS contracts provide federal agencies with a reliable way to obtain our best value solutions for their human capital and training service requirements. The contracts are organized into three Key Service Areas:

HCaTS Marketing Materials and News Releases
PowerTrain was one of only three companies that bid and won both Pool 1 and Pool 2 under both the HCaTS and the HCaTS Small Business (SB) contracts.
Our HCaTS contract was kicked off on 21 October 2016. HCaTS is available for use by all Federal agencies and other entities in accordance with 40 U.S.C. §§ 501 – 502.
