Overview

The Learning System Licenses (LSL) IDIQ contract in GSA’s Human Capital and Training Domain is specifically tailored to procure FedRAMP and DoD DISA security authorized subscriptions. The contract allows agency clients to use learning system licenses to support various education and training requirements within their learning ecosystems. New technology enhancements, including Artificial Intelligence (AI) are available. The contract includes 10 CLINS:

  • 00001: Learning Management Systems (LMS)
  • 00002: Support for LMS, including implementation, help desk, project management, training, and technical support
  • 00003: Talent Management Systems (TMS)
  • 00004: Support for TMS, including implementation, help desk, project management, training, and technical support
  • 00005: eLearning Content (including courses/libraries/products)
  • 00006: Online survey; Learning Survey Software
  • 00007 Online assessments; Learning Assessment Software
  • 00008 Asynchronous collaborative environment
  • 00009 Synchronous collaborative environment
  • 00010 Web-based Learning Content Management System (LCMS)

PowerTrain delivers a comprehensive suite of Value-Added Services designed to enhance customer mission performance, strengthen security postures, and optimize learning ecosystems. The following is a sample of services that we provide:

  • FedRAMP and DISA IL4 Authorization Management: We coordinate all activities associated with obtaining and maintaining FedRAMP and DoD IL4 authorizations, including preparation of security packages, liaison with sponsoring agencies, and orchestration of all annual Third-Party Assessment Organization (3PAO) audits.
  • FedRAMP Collaborative Continuous Monitoring (ConMon) Oversight and ATO Sustainment: Our security team leads monthly collaborative ConMon working sessions with the user community to review POA&Ms, communicate emerging security updates, and proactively manage and sustain Authorities to Operate (ATOs) across stakeholder environments.
  • Zero Trust Architecture (ZTA) Operations: PowerTrain supports and executes Zero Trust security operations, implementing identity-based access controls, network segmentation, and real-time monitoring in line with DoD Zero Trust Reference Architecture guidance.
  • Tier 2–3 Service Desk Support: We provide advanced Help Desk services, offering expert-level troubleshooting, incident response, root cause analysis, and configuration/change support to ensure high system availability and user satisfaction.
  • Advanced xAPI Learning Ecosystem Integration: PowerTrain builds and maintains secure xAPI-based learning enclaves that enable high-fidelity experience tracking, rich data visualization dashboards, AI-powered analytics, performance monitoring, and user collaboration through communities of practice — all aligned with Total Learning Architecture (TLA) principles.
  • NIST-Certified Operations and Expert Staffing: Our services are delivered within a NIST 800-53 certified operational framework and are supported by highly qualified project managers, cybersecurity specialists, and certified technical professionals with deep experience supporting classified and unclassified environments.

Procurement Process

Assisted Acquisition: GSA performs the acquisition on behalf of the customer agency and provides post-award support, as negotiated with the customer. An Inter-Agency Agreement is required.
