Overview

The Federal Housing Finance Agency (FHFA) regulates and supervises Fannie Mae, Freddie Mac, and the eleven Federal Home Loan Banks (jointly, the “regulated entities”). These institutions play critical roles in supporting our nation’s housing finance system. Under the Housing and Economic Recovery Act of 2008, FHFA was established as an independent agency in the Executive Branch of the Federal Government. FHFA is a non-appropriated funded agency. As such, FHFA is not subject to the Federal Acquisition Regulation (FAR). The scope of the BPA is to obtain:

  • Off-the-shelf and customizable courses as well as instructors to support the increase of staff knowledge and skills in technical and non-technical areas, including in-person, virtual or hybrid access.
    • Technical areas may include, but are not limited to, finance, accounting, audits, examinations, information technology, project management, and the impact of climate change on financial services and housing industries.
    • Non-technical areas may include, but are not limited to, communication, performance management, change management, interpersonal skills, program/project management, administrative skills, writing skills, and leadership skills.
  • Instructional and curriculum design and development.
  • Facilitation of a broad range of training programs.
